Learning Objectives

To provide students with basic knowledge on environmental laws and legislation at a national, EU and international level.

To also provide general elements on the organization and structures of the National Health Service.

The course provides 11 CFU after successfully passing the final test.


Course Structure

The course will be performed with theoretical lessons.

Before the end of the year, student can decide to develop, in small groupos, a light thesis on relevant topics but not discussed in the program of the course.


Should teaching be carried out in mixed mode or remotely, it may be necessary to introduce changes with respect to previous statements, in line with the programme planned and outlined in the syllabus.

Learning assessment may also be carried out on line, should the conditions require it.

GENERAL KNOWLEDGE OF CIVIL, ADMINISTRATIVE AND PENAL LAWS.

 

STRUCTURE AND FUNCTIONS OF THE MAIN INTERNATIONAL ORGANIZATIONS IN THE FIELD OF HEALTH AND ENVIRONMENT.

STRUCTURE AND ROLES OF THE EUROPEAN UNION (EU)

EU institutions of health and environmental interest. The sources of the EU regulations: regulations, directives, etc..

 

STRUCTURE AND ROLES OF THE MAIN NATIONAL HEALTH BODIES

Ministry of Health, ISS, CSS, etc.

THE NATIONAL HEALTH SERVICE: LEGISLATIVE, TASKS AND OPERATING STRUCTURES.

 

PRINCIPLES OF ENVIRONMENTAL LAW AND INSTITUTIONS

Environmental law in Italy and in the EU. EU environmental policy.

 

STRUCTURE AND FUNCTION OF THE MAJOR NATIONAL AND INTERNATIONAL ORGANIZATIONS:

the European Medicines Agency (EEA): structure and roles. Reports on the state of the environment and EU operational programs.

Ministry of Environment and related structures: ISS, CNR, ISPRA, ARPA, ARRA Sicilia, ENEA, etc.

The involvement of enterprises (EMAS and ISO14000). ECO-AUDIT and ECOLABEL.

 

Environmental risk assessment in drug production and use (ERA)

REACH (UE Regulation of risk of chemicals)

 

THE EUROPEAN ENVIRONMENT CODE (DL.vo 152/2006 and amendments)

THE PROTECTION OF WATER

Legislation, prevention and authorization regimen and penalties.

Water for human use.

 

PROTECTION FROM SOIL POLLUTION

The legal framework for the protection of soil.

 

WASTES AND THEIR DISPOSAL.

The rules governing the production and disposal of waste and their recovery.

Recycling and energy recovery.

Medical and pharmaceutical waste.

 

THE PROTECTION OF AIR POLLUTION

The main rules at national and community control, prevention and penalties in the field.

 

THE ENVIRONMENTAL IMPACT ASSESSMENT (VIA), Strategic Environmental Assessment (VAS), AND THE INTEGRATED ENVIRONMENTAL AUTHORIZATION (AIA-IPPC).
